PayPal Payment Received but the Order Is Still Pending

“Received” in a message or payment overview is not enough to decide whether an order is ready. Inspect the PayPal capture and its current status, then trace the notification that should update the shop.

Monitoring without changing ordersYou control every correction

Why a PayPal order may keep waiting

Some cases are payment delays; others are failures to communicate a final result.

01

The capture is still pending

Review, funding or receiving-account requirements can delay the final payment result. Check the specific status details.

02

The shop missed a notification

The relevant PayPal app, event subscription, destination or delivery can differ from what the installed gateway expects.

03

The wrong transaction is being compared

A PayPal order ID, authorization and capture are different references; sandbox and live accounts also remain separate.

Typical situations with WooCommerce PayPal Payments

The same PayPal status means different things depending on how the plugin is set up.

On hold after an authorization

With the payment intent set to Authorize, the order waits On hold until you capture the payment from the order. Nothing is missing — but an authorization does not last forever, so capture or void it in time.

Capture PENDING: RECEIVING_PREFERENCE_MANDATES_MANUAL_REVIEW

Often a payment in a currency your PayPal account does not accept automatically. PayPal holds it until you accept or decline it in the PayPal account; the order is right to wait.

Capture PENDING: ECHECK

The buyer paid from a bank account. The money clears after several days; ship only after the capture is COMPLETED.

Webhooks still go to the old address

After moving from staging or changing the site URL, PayPal keeps sending events to the previous address. Check the webhook status in the PayPal Payments settings and subscribe the webhooks again.

Approved, but never captured

The buyer approved in the PayPal window and closed it before returning to the shop. PayPal shows no completed payment, WooCommerce shows Pending payment — no money moved, do not ship.

Sandbox order, live check

A test order paid in the sandbox will never appear in the live PayPal account, and the other way round. Check which environment the plugin used.

Read PayPal’s final evidence before updating the shop

  1. Open the payment in the correct live or sandbox account. Find the capture ID, amount, currency and current status.
  2. If the capture is PENDING, read its available reason and resolve the provider’s requested action. Do not treat it as COMPLETED.
  3. If the capture is completed, locate the corresponding shop order and compare payment references and timestamped gateway notes.
  4. Check the gateway’s notification configuration and relevant delivery history. Investigate a verified delivery error separately from the payment status.

Resolve the confirmed cause

For a provider-side pending result, follow the PayPal account guidance for that specific reason. For a completed capture with a stale shop status, repair the gateway’s notification path and reconcile the original transaction before changing order handling.

Verify the result

Re-read the capture and order after recovery. Confirm that any retry applied the original result once. Do not capture again, refund or ask for another payment merely to make the status labels agree.

What Business Watchdog can detect for PayPal

With covered PayPal and shop data, Business Watchdog compares independent captures and supported refunds with order records. A completed, linked capture missing from the store’s payment state is different from a provider payment that is still pending.

  • Order and payment data are compared only within the connected, supported coverage.
  • Missing or stale data is shown as incomplete, not as a healthy result.
  • Alerts can be delivered by e-mail or Telegram when the corresponding supported rule applies.

Where the coverage stops

A pending PayPal payment is not automatically a store failure or missing money. Supported references, source freshness and provider coverage matter. Monitoring does not release held funds or change a PayPal transaction.

How to connect monitoring safely

  1. Add the store, then connect the correct PayPal REST app using the dashboard instructions. Review the access warning before saving credentials.
  2. Verify live/sandbox mode and configure the Business Watchdog webhook independently of the payment gateway’s own notifications.
  3. Wait for provider synchronization and inspect coverage before relying on a missing-capture conclusion or enabling alerts.

PayPal cannot provide strictly read-only credentials; Business Watchdog restricts its own requests and explains this before connection. Read the security and access details

Questions worth separating

Is CHECKOUT.ORDER.APPROVED proof of capture?

No. Approval and capture are separate events. Inspect the capture result before making a fulfillment decision.

Can monitoring remove a PayPal hold?

No. Provider-side account requirements and payment decisions remain with PayPal.
